French President Emmanuel Macron has announced a meeting in Paris on Monday with leaders from “principal European countries” to discuss European security, including the situation in Ukraine. The confirmation came from French Foreign Minister Jean-Noël Barrot on Sunday, February 16.
While specific attendees have not been officially confirmed, British Prime Minister Keir Starmer and Polish Prime Minister Donald Tusk have indicated their participation. Other “main European countries” are also expected to be represented.
Keir Starmer emphasized the importance of unity between the U.S. and Europe, stating that this moment is crucial for national security and that Europe must take a more prominent role within NATO. Polish Foreign Minister Radoslaw Sikorski also expressed hope that discussions would be taken seriously during the summit.
The meeting follows the Munich Security Conference in Germany, during which the US Vice President J.D. Vance criticized the European Union for its lack of democracy and free speech and suggested the US might pursue negotiations regarding Ukraine without European involvement.
According to the Financial Times, President Macron has stressed the need for Europeans to be at the table in future negotiations regarding the continent’s security. Macron has also cautioned against a peace settlement that would amount to a “capitulation” by Ukraine, asserting that Ukraine alone should negotiate with Russia regarding its sovereignty and territorial integrity.

On Friday President of Ukraine Volodymyr Zelensky said at the Munich Security Conference that he is ready to meet with Russian President Vladimir Putin, but only after a peace plan is agreed with the U.S. and European governments. This is how he answered a question about a possible meeting with representatives of Russia, the United States, Ukraine and Saudi Arabia.
On February 12, Vladimir Putin and Donald Trump discussed the end of hostilities in Ukraine through negotiations during a phone talk. The Russian president stressed the importance of addressing the root causes of the conflict, and his American counterpart called for an early ceasefire. Then Mr. Trump spoke with Volodymyr Zelensky “about the possibility of achieving peace.”
